Windows 98 Wont Power Off After Shutdown?, Part 2

Last week, Infopackets Reader Ian B. asked if there was a way to make his Windows 98 computer shut down and power off:
" ... I have a win 98 computer that used to shut off the power after a Start -> Shutdown command was clicked, but now it just stops at that the 'It is now safe to shut down your computer' screen. Can you advise if this is a hardware or software fault, please? "
In my response, I addressed a number of issues which may cause Windows 98 not to shut down properly, including: BIOS settings, Advanced Power Management (APM), device drivers, and programs which remain present in the background during a shutdown.
Windows 98 won't power off after Shutdown?
Over the weekend, Kathie T. emailed me a link which resolves a known bug in the Windows 98 Second Edition shutdown routine:
" I am writing you this email in regards to your Dec. 4, 2003 issue concerning a shutdown problem with Windows 98. I am a full-time PC technician and have run into this problem at work many times. The good news is that there is a fix for this and it is a known bug for Windows 98 Second Edition. Microsoft has the needed patch to fix this and it is located on the Microsoft website. "

Side note: If you don't know what version of Windows you're running: go to the Desktop, right click My Computer, and select Properties. The System Properties window will appear and display the version of Windows running on your machine.
